Manipur is the state that has faced President's Rule the most number of times. According to Article 356 of the Indian Constitution, President's Rule is imposed in a state when the government in the state is unable to function according to the provisions of the Constitution. So far, President's Rule has been imposed 134 times across the country. However, Manipur has recently become the state that has faced President's Rule the most number of times. The state has undergone President's Rule 11 times, setting a new record.
After Manipur, Uttar Pradesh (10 times), Jammu & Kashmir (9 times), Bihar (8 times), and Punjab (8 times) are the states that have experienced President's Rule. However, in terms of the total number of days spent under President's Rule, Jammu & Kashmir holds the first position with 4,668 days. The next positions are held by Punjab (3,878 days) and Puducherry (2,739 days).
In India, President's Rule was first imposed in the state of Punjab in 1951. Since then, due to various political and constitutional crises, President's Rule has been imposed in many states. This rule is imposed when a state government acts in violation of the Constitution or fails in governance.
So far, President's Rule has been imposed in 29 states and Union Territories across the country. However, President's Rule has never been implemented in Telangana (TG) and Chhattisgarh. This indicates that governance has remained stable in these states.
Generally, President's Rule is considered a temporary measure in a state. However, there have been instances where it has lasted for a long time in certain states. Due to political instability, government collapse, or hung assemblies, President's Rule has become a significant feature of the political landscape in those states.
